The European Union has formally adopted and published in the Official Journal of the EU the Digital Omnibus on Artificial Intelligence, which introduces targeted amendments to Regulation (EU) 2024/1689 (the Artificial Intelligence Act). The adopted text retains the fundamental approach of the Artificial Intelligence Act (risk-based rules). The main changes relate primarily to the adjustment of deadlines for compliance with specific obligations, clarifying and delineating the competences of supervisory authorities, and introducing additional mechanisms to ensure legal clarity and the effective implementation of the rules. The amendments are particularly important for providers, implementers, national competent authorities and the operation of regulatory sandboxes in Member States. The European Commission, the Council of the EU and the European Parliament emphasise that this is a simplification without deregulation, whilst maintaining the protection of fundamental rights, safety and transparency.
The aim of the amendments is to enable a more predictable and proportionate implementation of the legislative framework, whilst ensuring that entities developing, placing on the market or using artificial intelligence systems adapt to the new obligations in a timely and effective manner.
