The Agency publishes its postal services research for 2025

The Agency for Communication Networks and Services of the Republic of Slovenia publishes the following surveys on postal services:

  • Comparative analysis of prices and transmission times of postal service providers for the cross-border transmission of parcels

  • A survey on the purchasing habits of users when shopping online.

The comparative analysis of prices and transfer times combines a theoretical comparison of postal service providers' price lists and an actual test of the transfer of parcels weighing up to 2 kg on the Ljubljana-Zagreb route. The results of the practical test showed that the most cost-effective transfer of a parcel up to 2 kg was made with DPD, while the transfers with GLS and Post Slovenia were slightly more expensive. The fastest transfer was made by Kurirček, which delivered the parcel in about two hours, while all other providers took at least one working day.

The analysis also included a comparison of prices and delivery times for parcels weighing up to 10 kg. Even for heavier parcels, the relationship between the providers in terms of price advantage and speed of delivery was largely maintained, allowing users to have a comparable orientation when choosing a postal service provider.

The survey on users' online shopping habits showed that users spent on average €52 (frequent users) and €76 (occasional users) on online purchases. The most frequent purchases were made in Slovenian online shops, with purchases of clothing and footwear, sports and leisure products and cosmetics dominating. Users would be most discouraged from making a repeat purchase online by additional delivery costs, damage to the products ordered and loss of the order.

As many as 96% of users expect free delivery on purchases over €50, and most would like to receive delivery in one consignment. Home delivery is the most common choice, while a smaller proportion opt for parcel machine delivery.

The delivery satisfaction index is 84.6, indicating a high level of customer satisfaction. The main reasons given for satisfaction are friendliness, reliability and information on delivery. DHL, Pošta Slovenije and DPD are among the top-rated delivery providers according to users. 10% of users have lodged a complaint or a complaint about delivery problems, and around half were satisfied with the handling of the complaint.

The two surveys are published in full in the attachments. The Agency adds that it will also publish the two surveys as soon as possible in a format that complies with the provisions of the Accessibility of Websites and Mobile Applications Act.
