As the regulator of the television sector, the Agency is responsible for implementing the relevant laws and public policies and for creating the right conditions for the operation of television programmes within its remit. In this context, the Agency monitors developments in the television market and develops regulatory approaches. It actively cooperates and organises discussions with stakeholders at home, while at international level it cooperates with the European Commission and regulators from other European countries in the European Board for Media Services and the European Platform of Regulatory Authorities in order to promote good practices and the uniform implementation of European Union rules.
In the context of the regulation of the television market, the Agency deals with applications for a licence to carry out television broadcasting activities, keeps records of holders of licences to carry out television broadcasting activities, prepares and manages public tenders for the allocation of rights for digital terrestrial television broadcasting, and deals with applications for the status of local, regional, student and non-profit programme of special interest.
In the context of the supervision of the television market, the Agency verifies compliance with rules relating to advertising, own production, the share of Slovenian music and Slovenian and European audiovisual works, the protection of children against potentially harmful content, the prohibition of incitement to violence or hatred and incitement to commit terrorist offences, the access of audiovisual media services to persons with visual or hearing impairment, the public's right to follow major events, the use of artificial intelligence in the media and the mandatory free transmission of programmes. The Agency also verifies the implementation of the obligations laid down in the broadcasting licences and the decisions granting the right to distribute programmes in digital form, as well as compliance with the conditions for the status of local, regional, student and not-for-profit programmes of special interest.
