The Agency has published its national report on the open internet covering the period from 1 May 2025 to 30 April 2026. The report provides an overview of the state of the open internet in Slovenia, including regulatory developments, the Agency’s activities and the business practices of internet access service providers. It also includes an analysis of the retail market and the state of mobile and fixed network infrastructure, whilst the central section is devoted to safeguarding access to the open internet, transparency of information for end-users, and the Agency’s supervisory and enforcement measures.
The data in the report are based on the Agency’s records, publicly available information, data provided by providers, an analysis of end-users’ complaints and initiatives, and measurements of network capacity and quality. The report begins by outlining the situation in the retail market and the state of network infrastructure, covering both mobile and fixed networks; it then focuses primarily on safeguarding access to the open internet, transparency measures, and the Agency’s supervisory and enforcement actions.
The report also reflects the Agency’s active role in the European regulatory environment, particularly within the BEREC expert working group on the open internet, where the Agency participates in the exchange of best practices, coordinating approaches and developing common guidelines for the uniform implementation of open internet rules at European Union level. In 2026, when the Agency holds the BEREC presidency, its role in addressing outstanding issues in this area will be particularly prominent.
