The Agency publishes for public consultation a proposal for a new methodology for calculating the net cost of the universal postal service and other documents in the field of postal services

The Agency for Communications Networks and Services of the Republic of Slovenia invites the interested public to submit comments, suggestions or amendments to the three documents it is submitting for public discussion in the context of the presentation of corrective measures in relation to the findings of the Court of Auditors of the Republic of Slovenia following the audit of the implementation and financing of the universal postal service by 20 April 2026.

The Agency is submitting the following documents for public consultation:

  • Methodology and components of the calculation of the net cost of the universal postal service and definition of unfair financial burden,

  • Report on the review of the delivery market,

  • Harmonisation of the terminology of types of postal items.

The documents address the key substantive and systemic issues of the implementation and financing of the universal postal service and constitute the expert basis for further activities of the Agency in this area.

Methodology and components of the calculation of the net cost of the universal postal service and the definition of the unfair financial burden define the methodological framework for the calculation of the net cost of the universal postal service, the definition of the unfair financial burden and an overview of the financing arrangements for the universal postal service in the countries of the European Union.

The Delivery Market Review Report provides an overview of the delivery market and potential postal service providers, in particular in terms of identifying which entities are providing postal services within the meaning of the applicable legislation and whether they are adequately included in the register of postal service providers.

The harmonisation of terminology of types of postal items deals with the designation and definition of the different types of postal items in the various legal and regulatory acts and their terminological consistency with each other.

The Agency intends to seek comments, suggestions and additions from the interested public through a public consultation, thus further verifying the expert basis for the further implementation of corrective measures in the area of the universal postal service. The Agency adds that the attached documents, which are not yet in a form compliant with the provisions of the Law on Accessibility of Websites and Mobile Applications, will be published as soon as possible in a form compliant with the provisions of this Law.
