The 67th Plenary Sessions of the Board of Regulators (BoR) and the Management Board (MB) of BEREC and the General Assembly (GA) of the IRG are taking place in Dublin on 2 and 3 June 2026 under the chairmanship of the Director of AKOS, Mr. Marko Mišmaš, who chairs BEREC this year. The Plenary brings together representatives of European electronic communications regulators to discuss current issues in the development of the electronic communications market and to adopt key orientations for the future work of the organisation.

This year's meeting of the Board of Regulators is dedicated to reviewing and adopting the next steps in the preparation of the assessment of the Digital Networks Act (DNA) proposal, which is considered to be one of the most important future European telecoms legislative initiatives. Participants also discuss guidelines for "network slicing", BEREC's work programme for 2027, critical communications issues in the context of the phasing out of older mobile technologies, and other topical issues in the field of electronic communications.

In addition to its governance role, the Agency has also effectively pursued national interests as a full member of the Board of Regulators, in the context of its consideration and coordination of BEREC's views on the preparation of the assessment of the DNA proposal.

  1. In the area of governance, the Agency has advocated for the preservation of the independence of BEREC and the national regulators, and stressed the importance of a balanced institutional framework and financial sustainability of the regulators.
  2. On the objectives of the DNA, it supported the maintenance of competition as a regulatory objective in its own right and the importance of efficient investment and competitiveness in the European market. On the scope of the DNA, it advocated a proportionate, flexible and evidence-based approach, and highlighted the need for sufficient operational support in the implementation of the new tasks.
  3. On data and reporting issues, it stressed the importance of good quality and timely data for effective regulation and the need for proportionate and practicable data collection.
  4. In the area of end-user protection, it argued for maintaining a high level of user protection, legal clarity and sufficient national flexibility to implement the new European regulation.

In preparing BEREC's Work Programme for 2027, the Agency has pursued the principle of delivering high quality outputs and has advocated a sufficiently broad and balanced design of the Work Programme to effectively address both mandatory and future developments in the field of electronic communications. In this context, it particularly supported the maintenance of transparency in the work programme preparation process and clear traceability between proposals, priorities and final work areas. It also advocated the inclusion of the topic of eSIM profile switching in the BEREC work programme.

The outcome of the 67th Plenary Session will be discussed next week by BEREC together with the Director, Mr. Mark Mišmas will inform the public at a special public briefing to present the key conclusions and the future activities of the organisation.
