Agency's reply to comments received on the General Act on the quality of the universal postal service

The Agency for Communications Networks and Services of the Republic of Slovenia publishes its response to the comments received during the public consultation on the draft General Act on the quality of universal postal service provision, which was published on the Agency's website on 17 October and the comments received from the interested public on 21 November 2025.

In this context, the Agency explains that, on the basis of the comments received from individual municipalities and associations of municipalities, it has withdrawn the proposal which would have included mobile contact points among the criteria for the provision of the universal postal service, just like post offices or contract post offices. The General Act has thus been adapted to provide that each municipality must have at least one fixed contact point organised as a post office or contract post office. Mobile and automated contact points can only be a complement to, not a substitute for, the basic infrastructure.

The Agency further explains that it allows the integration of automated contact points, such as parcel machines, into the universal postal service, but only as an additional option for users who agree to this in advance.

The changes that the Agency has included in the final text of the General Act following the public consultation process include a moderate adjustment of the quality standards for the transmission of items, with the vast majority of items continuing to be delivered within the same time limits as before. The Agency stresses that the standards will apply uniformly to the whole territory of Slovenia, regardless of the size or distance of the places.
