Annual Report on Activities under the Digital Services Act for 2025

In 2025, as the Slovenian coordinator for digital services, the Agency continued to carry out its duties under the Digital Services Act to ensure a safer and more transparent online environment. It dealt with user complaints, monitored compliance with the obligations of intermediary service providers, provided information to obligated parties and the public, and established cooperation with domestic and international stakeholders.


The report also shows that in 2025, the Agency:

  • handled 32 complaints regarding alleged infringements of the Digital Services Act;
  • assessed 11 complaints as likely infringements of the DSA and referred them to the competent digital services coordinators in other Member States, namely Ireland and the Netherlands; referred 4 cases that did not fall within the scope of the DSA to other competent authorities;
  • systematically verified compliance with the obligations of domestic providers of intermediary services, in particular regarding registration in the online database under Article 24 of the DSA and the preparation of annual reports under Articles 15 and 24 of the DSA;
  • initiated proceedings against three domestic providers due to irregularities relating to the publication of annual reports; these providers rectified the irregularities during the proceedings;
  • initiated two procedures for the granting of ‘trusted applicant’ status and, in 2025, granted the first such status to the PIP Institute;
  • informed potential candidates for the status of trusted applicant and prepared the groundwork for the first public call for proposals to co-fund their operations;
  • in the area of verified researchers, designated a national entry point and prepared guidelines for the preparation of applications.
