1. WHAT MUST BE PROVIDED FOR PEOPLE WITH DISABILITIES IN THE FIELD OF ELECTRONIC COMMUNICATIONS
Persons with disabilities have rights in the use of electronic communications that allow them to use services in a non-discriminatory way to the fullest extent possible.

Every disabled person shall be able to make an emergency call using sign languages and other forms of non-spoken languages or, as a minimum, to make an emergency call by transmitting a written text via the disabled person's mobile phone, as far as technically feasible. All electronic communications operators must provide this for persons with disabilities.
REVIEW OF RIGHTS TO FACILITATE ACCESSIBILITY TO THE USE OF SERVICES
The universal service provider, Telekom Slovenije, must also provide disabled persons with the following statutory rights:
- 50% discount on the subscription fee for access to publicly available telephone services at a fixed location for a disabled subscriber or a disabled user without the means to meet the minimum subsistence needs of life in an amount sufficient to enable subsistence,
- a 50% discount on the cost of connection to the public communications network at a fixed location for a disabled end-user or a disabled subscriber without the means to meet the minimum subsistence needs of life at a subsistence level,
- a blind or partially sighted disabled subscriber may be informed of the amount of the bill by means of a voice message or in an electronic form which allows the conversion into a form which is perceptible to him. However, it is up to the disabled person to provide the appropriate technical equipment.
- priority treatment for connection to the public communications network at a fixed location and for the repair of a fault in the access duct to the location of the disabled person's residence,
- the purchase of adapted terminal equipment at cost price,
- the general conditions for access to publicly available telephone services at a fixed location and the corresponding price list shall be made available in audio and video or in an electronic format that allows conversion into a form that is perceptible to the disabled end-user. However, the disabled person must provide his or her own appropriate technical equipment.
FREE ACCESS TO THE DIRECTORY
Persons with disabilities also have the right to free access to the Universal Directory for the Blind and Visually Impaired on a special number. This must be provided by the universal service provider of access to directories and directory services, which is TSmedia. It must also provide access to the universal directory service for the deaf or hard of hearing on a special number by transmitting the written text to the disabled person's mobile phone.
2. WHO YOU CAN TURN TO FOR HELP
In the event of a violation of their rights in the field of electronic communications, problems in exercising them or in case of questions, persons with disabilities can contact the Agency for Communications Networks and Services of the Republic of Slovenia, which has competence in the area of ensuring and monitoring the rights of end-users with disabilities.
Persons with disabilities can contact the Agency by telephone (+386(0)1 583 63 00, Monday to Friday between 8.30 a.m. and 2 p.m.) or by e-mail (info.box@akos-rs.si). A freephone helpline for all users of electronic communications is available on 080 27 35 on Mondays, Wednesdays and Fridays between 9 a.m. and 11 a.m.
Persons with disabilities, like everyone else, have the possibility to raise a user dispute or request an inspection by the Agency. The brochure describes how this is done.
3. WHERE THESE RIGHTS ARE ENSHRINED
The rights of persons with disabilities are laid down in the Regulation on measures for disabled end-users (Official Journal of the RS, No 38/14). The right to make an emergency call is already guaranteed by Article 134 of the Law on Electronic Communications.
