The European Digital Service Committee supports the EC investigation into the use of the Grok tool on the X platform

The Agency for Communication Networks and Services of the Republic of Slovenia, as the coordinator of digital services, would like to inform the public that the European Digital Agenda Committee, at its 17th Ordinary Meeting on 4 February 2026, supported the launch of an investigation by the European Commission against the large online platform X related to the use of certain functionalities of the Grok tool. The Committee makes it clear that while AI tools have a positive impact when used responsibly, their use to produce manipulated sexually explicit images of children or non-consenting adults is unacceptable. The European Commission had already informed the public at the end of January that it had opened an investigation against Platform X under the Digital Services Act (DSA). This concerns the functionality of the artificial intelligence tool Grok on Platform X in the EU, namely whether the company has adequately assessed and mitigated the risks associated with the dissemination of illegal content, including manipulated sexually explicit images, including those that could constitute child sexual abuse videos.

The Agency has already made and published recommendations on how to deal with illegal content on online platforms. These recommendations also apply to users who find that their images have been illegally manipulated by artificial intelligence tools on online platforms. On the basis of the DSA, the Agency has also appointed a Trusted Whistleblower, who also works in the field of protection of minors. Users in the Republic of Slovenia also have the possibility to contact the DSA in case of illegal content on online platforms that infringes the rights of minors.

The Agency underlines that, on the basis of the DSA, it can report to the EC on systemic risks on online platforms detected at national level. In this context, the Agency invites all interested stakeholders and users to inform the Agency of any evidence or information on questionable practices related to the use of the Grok tool on platform X.
