The Agency at the Global Regulators Symposium (GSR-25)

Participants at the 25th Global Regulators Symposium GSR-25

The Agency's Director, mag. Marko Mišmaš as BEREC Chair in 2026

The Communications Networks and Services Agency of the Republic of Slovenia hereby informs the public that the Director of the Agency, Mr. Marko Mišmaš attended the Global Regulators Symposium (GSR-25), which was held under the title Regulation for Sustainable Digital Development and was organised by the International Telecommunication Union (ITU) for the 25th time in a row, this time in Saudi Arabia.

The GSR is one of the main gatherings of the world's electronic communications regulators at a global level, bringing together each year representatives of regulators, industry, policy makers, representatives of international organisations and the professional community. The event aims to share experiences and best practices and to develop common guidelines to promote digital development. This year, the focus areas were:

  • Strengthening connectivity and digital inclusion for all,
  • Challenges in the deployment of new technologies and infrastructure,
  • the importance of regulatory coherence and predictability; and
  • sustainable development and security of digital networks.

The Agency's Director actively participated in the symposium both in his role as Director of AKOS and as the incoming Chair of BEREC in 2026. In his keynote speech, he emphasised in particular the importance of connectivity and the role of regulators in facilitating the sustainable development of the electronic communications market. He stressed his belief that "regulatory harmonisation has brought a number of positive changes to the market, including a certain degree of predictability in regulation, which undoubtedly has a positive impact on network construction and technological development." He also stressed the importance of access for all citizens. "When we talk about digital inclusion for all, connectivity is absolutely key", stressed Mr. Marko Mišmaš.

The International Telecommunication Union (ITU) is the United Nations' specialised agency for digital and communications technologies, with 194 member countries and more than 1,000 members from business, academia and regional organisations. It is headquartered in Geneva, Switzerland. ITU manages the global radio spectrum, coordinates satellite orbits, sets technical standards and promotes equitable access to information technologies worldwide. As part of its work, ITU organises the Global Symposium for Regulators (GSR) - a global forum that has brought together representatives of the electronic communications sector at global level once a year since 2000.
