The Agency invites the interested public to submit comments, proposals or amendments to the draft new General Act on the quality of universal postal service provision, by which the Agency determines the quality of universal postal service provision, by 15 November 2025.
The Agency proposes amendments to the current General Act:
- the inclusion of a technology-neutral term "automated contact point", which allows, with the consent of the user, the provision of the universal postal service on different devices for the reception and delivery (service) of postal items;
- the inclusion of mobile post offices among the network contact points that are considered to meet the criteria;
- a change in the transformation of contact points from one organisational form to another;
- simplification of the criteria for the network of letterboxes;
- gradual adaptation of the prescribed quality of transmission to the changed situation on the national and European postal market, with an adjustment of 5%.
The Agency's proposal for a general act also aims to ensure greater predictability of the regulatory framework and gradual adaptation to changes in the environment.
