The Agency issues decisions on the allocation of radio frequencies in Phase 2 of the public call for tenders with public auction for the allocation of radio frequencies in the 2300 MHz and 3600 MHz radio frequency bands for local use.

On 20 June 2025, the Agency for Communication Networks and Services of the Republic of Slovenia issued decisions on the allocation of radio frequencies in the 2300 MHz and 3600 MHz bands for local use to five bidders (verticals) that submitted bids to the public call for tenders with a public auction for the allocation of radio frequencies in the 2300 MHz and 3600 MHz bands for local use in the second phase of the call for tenders.The decisions were issued by the Agency for Communications Networks and Services of the Republic of Slovenia on 20 June 2025 to five bidders (verticals).

On 11 March 2025, the Agency published a call for tenders making available part of the spectrum in the 2300 MHz and 3600 MHz bands for local use (2300-2320 MHz, 2320-2330 MHz and 3400-3420 MHz sub-bands) in municipalities where these sub-bands are not yet occupied. On 14 March 3025, the Agency published the tender documents on its website.

The call for tenders is being held in three phases, the first of which is exclusively for verticals that will use the frequencies for their own purposes, for private networks. In the second and third phases, other bidders may also acquire frequencies.

In Phase 2 of the call for tenders, 6 bidders submitted their initial bids on time and within the prescribed deadline of 8 September 2025 at 10.00: Municipality of Ilirska Bistrica, Telekom Slovenije d.d., Vahta d.o.o., T-2 d.o.o., Municipality of Kranj and HOST NET d.o.o.

After examination of the tenders submitted in Phase 2 of the public call for tenders, the Tender Committee has concluded that there is excess demand for frequency block BA2 (2320-2330 MHz) in the municipality of Kranj. Therefore, a public auction was held for this frequency block on 18 November 2025. The bidders were T-2 d.o.o. and the Municipality of Kranj. The auction closed at 10:40 on the same day. Block BA2 in the Municipality of Kranj was successfully acquired by T-2 d.o.o. at the public auction, and the amount achieved for the payment for the efficient use of a scarce natural resource was EUR 29 040,00.

There was no excess demand for the remaining frequency blocks and therefore no auction was necessary for these blocks. Therefore, on 9 January 2026, the Agency issued the radio frequency allocation decisions and the decisions on the number of points to be awarded to the bidders for the frequency blocks for which there was no excess demand.

All frequency blocks allocated are listed in the table below.

 

The remaining frequency blocks will be made available to bidders in Phase 3 of the tender. The Agency will notify bidders who have expressed their wish to participate in Phase 3 of the start of the phase.
