Today and tomorrow, 22 and 23 April 2026, the Agency for Communications Networks and Services of the Republic of Slovenia (AKOS) is hosting representatives of the Ukrainian regulator NCEC in the framework of the TAIEX technical assistance instrument. The two-day study visit is aimed at an in-depth exchange of knowledge and good practices in the field of provision and supervision of universal postal services and strengthening institutional cooperation between the two countries.
The programme of the visit includes a comprehensive review of the Slovenian regulatory and market framework, quality of service requirements and supervisory procedures. Special emphasis is also placed on the discussion on the resilience of the postal sector and its further development in Ukraine, in particular in the light of current challenges and the need for flexible regulatory approaches.
AKOS representatives stressed that the postal sector faces several important challenges, among the key ones being accelerated digitisation, which is changing traditional business models, and ensuring the long-term sustainability of the universal service. The forthcoming changes to postal legislation at EU level, which will require adjustments by both regulators and service providers, also bring additional dynamics to the sector.
The first day of the meeting is dedicated to presenting the legal framework, quality standards and supervisory practices in Slovenia. Participants also learn about the use of advanced tools such as geoportal to monitor and analyse postal networks. Tomorrow, the focus will be on data mapping methodologies, analytical approaches and practical solutions for visualising and effectively managing information on postal infrastructure.
