Geographical Analysis 2026 for the updating of the lists of localities without price obligations in relevant market 1 and deregulated localities in relevant market 3b

The Agency for Communication Networks and Services of the Republic of Slovenia is opening the ‘Geographical Analysis 2026’ for public consultation, with a view to updating the list of localities without price obligations in the relevant market 1 ‘Wholesale local access at a fixed location’, No. 38240-4/2026/5, and the 2026 Geographical Analysis for the update of the list of deregulated settlements in relevant market 3b ‘Wholesale central access at a fixed location for mass-market products’, No. 38240-5/2026/7.

The Agency has, in the Analysis of Relevant Market 1 ‘Wholesale local access at a fixed location’ with proposed obligations and in the Analysis of Relevant Market 3b ‘Wholesale central access at a fixed location for mass-market products’ with the proposed obligations, both of which were published on 19 November 2021, it undertook to review and update, once a year, the list of localities in which, since the aforementioned analyses of relevant markets, conditions have been established for operators to compete in the market, such that either price regulation is no longer required (relevant market 1) or where ex ante regulation is no longer necessary due to a structure conducive to effective competition (relevant market 3b).
