The Agency invites the interested public to take part in the public consultation on the agenda items for the World Radio Conference (WRC-27) and the proposals for WRC-31.
The World Radio Conference amends the Radio Regulations (RR). This is the supreme legal instrument governing the radio spectrum and applies to all ITU Member States. It sets out the allocation of spectrum for services at global level and the regulations governing frequency coordination for all services across all ITU member states. The World Radio Conference 2027 will take place from 18 October to 12 November 2027 in Shanghai, China.
The attached consultation document sets out all the agenda items for WRC-27 and the proposed agenda items for WRC-31. For each item, the document sets out the content, the CEPT group responsible for that item, the CEPT’s position or the anticipated timing of the vote, and the studies prepared in advance of the ITU Plenipotentiary Conference 2026 (PP-26), Doha, Qatar, 9–27 November 2026 ( Conference Preparatory Meeting – CPM), where preliminary opinions from around the world and from all ITU member states will be gathered. Options are presented for agenda items where we can still exert influence.
For certain agenda items of WRC-27, the Radio Spectrum Policy Group (RSPG) has adopted an interim recommendation in the document ‘RSPG Interim Opinion on WRC-27’, Document RSPG25-022 (June 2025) and prepared a final recommendation for public consultation Document RSPG26-017 FINAL. On the basis of these recommendations, the Council of the EU will adopt positions that are binding on Member States. The RSPG’s recommendations have two levels of commitment:
- Case a: Agenda items requiring the European Parliament to propose an EU position for adoption by the Council of the EU, as the WRC decision may affect common European policy.
- Case b: Agenda items for which, in the RSPG’s view, it is desirable for the European Commission to propose an EU position for adoption by the Council of the EU, for example where common rules or key EU policy objectives are expected in the future.
We can still influence the adoption of all proposed agenda items for WRC-27. The group responsible for preparing the agenda items for WRC-27 is the CPG-PTC. Views on these agenda items are also welcome, as they will help us to better defend Slovenia’s interests in the run-up to the World Radio Conference (WRC-31).
The Agency therefore invites the interested public to review the consultation document ‘On the agenda items for the World Radio Conference WRC-27 and proposals for WRC-31’ and to submit their views, comments and any responses to the open questions set out in the document.
