Clarification on the use of the "Roam Like at Home" rules when roaming in Ukraine and Moldova

The Agency explains the application of the "Roam Like at Home" (RLAH) rules to roaming in Ukraine and Moldova.

The agreement on the extension of the roaming rules is concluded exclusively between the European Union and each country, i.e. between the EU and Ukraine and between the EU and Moldova. The countries of the European Economic Area (Iceland, Liechtenstein and Norway) are not included in this agreement, and there is no agreement between Ukraine and Moldova.

This means that the RLAH rules do not apply:

between Ukraine and Moldova,
between Ukraine and the countries of the European Economic Area (Iceland, Liechtenstein and Norway),
between Moldova and the countries of the European Economic Area (Iceland, Liechtenstein and Norway).

Users are therefore advised to check the roaming conditions with their operator before using mobile services abroad, as prices may differ from those applicable within the EU.
