The Agency for Communication Networks and Services of the Republic of Slovenia, hereinafter referred to as ‘the Agency’, hereby informs the public that it has drawn up a draft General Act amending the General Act on the Radio Frequency Utilisation Plan, hereinafter referred to as: NURF-5c. The Agency invites interested members of the public to submit comments, proposals or amendments to the draft General Act by 27 September 2026 to the Agency for Communication Networks and Services of the Republic of Slovenia, P.O. The Agency explains that, due to the interest expressed by the Administration of the Republic of Slovenia for Protection and Rescue, a body within the Ministry of Defence which is currently in the process of reconstructing and upgrading its backbone microwave network, the Agency has initiated a procedure to amend the options for the use of the following radio frequency bands: 10 – 10.4 GHz, 10.4–10.45 GHz, 10.45–10.50 GHz, 10.50–10.55 GHz, 10.55–10.60 GHz and 10.60 – 10.68 GHz for fixed (point-to-point) links for the purposes of civil protection and rescue, emergency medical services and services for protection against natural and other disasters. The network was built on the basis of Decision No. 38100-9/2015/4 of 8 October 2015 on the upgrade of the unified digital radio network of the state authorities of the Republic of Slovenia, to be built using DMR (Digital Mobile Radio) technology.
The Regulation on the Radio Frequency Band Allocation Plan incorporates into Slovenian law the internationally harmonised and agreed allocation and use of radio frequency bands, with the aim of preventing or reducing interference between individualradio communication services within a given band and between radio frequency bands, and to ensure the interoperability and portability of radio communication equipment.
Compared with a regulation, a general act on the radio frequency utilisation plan defines in greater detail the technical and other parameters for the allocation of individual radio frequency bands, which applications are permitted within a specific radio frequency band, and other details where necessary. It also specifies whether a particular radio frequency band is intended solely for national use, that is, the use of radio frequencies in accordance with the Electronic Communications Act (Official Gazette of the Republic of Slovenia, Nos. 130/22, 18/23 – ZDU-1O and 40/25 – ZInfV-1, hereinafter referred to as: ZEKom-2), exclusively for the purposes of national security and defence, and protection against natural and other disasters, in accordance with the regulation governing the management of radio frequencies for national purposes.
With the proposed amendments, the Agency is not altering the technical parameters of the radio frequency bands, but merely distinguishing between the status of fixed point-to-point (P-P) and point-to-multipoint (P-MP) links. As these radio frequency bands have also been earmarked for its own needs by NATO, of which the Republic of Slovenia is a member, an adjustment has also been made regarding the holders of radio frequency allocation decisions at the request of the North Atlantic Alliance, specifying the conditions under which use may be restricted.
Pursuant to point 1 of the fourth paragraph of Article 35 of ZEKom-2, the Agency will seek the consent of the Ministry of Defence, the Ministry of the Environment and Spatial Planning, the Ministry of the Interior and Public Administration and the Director of the Slovenian Security and Intelligence Agency.
Once the consents have been obtained, the Agency will publish NURF-5c in the Official Gazette of the Republic of Slovenia.
