Results of the public call for tenders with public auction for the allocation of radio frequencies in the 2300 MHz and 3600 MHz radio frequency bands for local use in Round 1

The Agency for Communication Networks and Services of the Republic of Slovenia hereby informs the public that it has issued radio frequency assignment decisions to five bidders who submitted bids in response to the public call for tenders with public auction for the assignment of radio frequencies in the 2300 MHz and 3600 MHz radio frequency bands for local use. In the first round of the call for tenders, five bidders were awarded the frequency blocks for which they submitted bids, namely Luka Koper, Fraport Slovenija, LTH Castings, the Municipality of Kranj and the Municipality of Ilirska Bistrica. After reviewing the Phase 1 bids, the Tender Committee concluded that there was no excess demand and therefore no auction was necessary.

The Agency published a call for tender for spectrum in the 2300 MHz and 3600 MHz bands for local use in March this year. These sub-bands are 2300-2320 MHz, 2320-2330 MHz and 3400-3420 MHz in municipalities where they are not yet occupied. The call is not yet closed as it is foreseen to be launched in three phases. In the first phase, the frequencies were reserved exclusively for verticals, i.e. municipalities or businesses that will use the spectrum to provide wireless electronic communications services for their own needs, i.e. for private networks. In the second and third phases of the call for tenders, electronic communications service providers will also be able to acquire frequencies.

Nine bidders submitted bids in Phase 1 and 5 were successful under the terms of the call. The remaining frequency blocks will be made available to bidders below. The Agency will inform in due course the bidders that have already expressed an interest in the launch of Phase 2 of the call for tenders. The deadline for submission of bids is expected to be in September 2025.
