Demand analysis survey on higher internet speeds and e-content and survey on monthly household expenditure on electronic communications services in October 2025

The Agency for Communications Networks and Services of the Republic of Slovenia publishes the results of two surveys carried out in 2025: one on demand for higher internet access speeds and the use of modern access technologies, and the other on households' monthly expenditure on electronic communications services. The results of both surveys contribute to a better understanding of user needs, price sensitivity and market functioning.

The results ofthe survey on demand for higher speed internet access and e-content show that 61% of Slovenian households access the internet via fibre optic networks, 18% via coaxial cable, while the use of copper connections continues to decline.

Among users who do not yet have a fibre connection, there is a high level of interest in switching, with 84% of households saying they would switch. Users cite €29 as the optimal monthly price for fibre access, with acceptable prices ranging mostly between €24 and €39.

The survey shows that users are poorly informed about actual access speeds. Among internet users, 53% know and 68% have checked their contracted data speed, with around a third reporting that their actual and contracted speeds are consistent, while 23% report deviations from their contracted speeds.

When choosing a fixed service provider, users cite the quality and reliability of the network and price as the most important factors, and this remains the most common reason for switching providers. The survey also found a low level of familiarity with information and regulatory tools, with 22% of users familiar with the AKOS TestNet application, 25% with Geoportal and 14% with the MiPi portal.

The survey on households' monthly expenditure on electronic communications services shows that in October 2025, households spent an average of €83.30 per month on these services, or €44.39 per person, which is comparable to the levels of the previous year. Respondents estimate that the appropriate monthly amount would be around €53 per household, which is around 36% lower than actual consumption.

For mobile telephony, the average monthly expenditure is €45.02 per household, while users indicate significantly lower values as an appropriate cost - on average €9.47 per person, most often €5. At the same time, 89.5% of users are satisfied with the quality of mobile services.

Internet access is available to 98.5% of households, with 70.1% of respondents using a fibre connection. 18.8% of users would be willing to pay more for higher internet speeds, on average EUR 16.88 per month. The majority of households use bundled services, with price being the most important factor in choosing a provider (39.1%), followed by quality of service (28.9%) and the structure of the bundle.

96% of respondents know that calls to 112 and 113 are free and 85% of respondents know that 112 is the single European emergency number in all EU countries. One sixth of respondents (17%) know 116 as the single European number for services of social value.

The Agency will continue to monitor the development of the electronic communications market, the use of services and price trends in order to ensure a transparent, competitive and user-friendly market. The findings of the surveys provide an important basis for regulatory activities, informing the public and promoting effective competition and end-user protection.
