The European Commission has published an update of its study "EU roaming services and voice mobile call termination rates" (CNECT/2022/OP/0065), updating its existing cost model for mobile services, which estimates the costs of providing two key types of mobile wholesale services in the EU.
The update for 2025 includes new inputs for 2023 and 2024 and reflects recent market developments, including the accelerated deployment of 5G networks and new trends in mobile usage.
The purpose of the study was to provide a technical basis for two important regulatory areas:
- Monitoring of the wholesale price caps for roaming services, as set out in Regulation (EU) 2022/612,
- the recast of Delegated Regulation (EU) 2021/654, which sets the maximum termination rates for mobile voice calls in the EU, with the adoption of the amendments foreseen by the end of 2025.
The study carried out by Axon Partners Group does not assume any future policy decisions by the European Commission on roaming or call termination.
