Following the decision of the EU-Ukraine Trade Association Committee to include Ukraine and the EU Council Decision to include Moldova in the so-called Roam Like at Home (RLAH) area, from 1 January 2026, Ukrainians and Moldovans in the EU and EU citizens in Ukraine and Moldova will be able to make calls, send SMS messages and use mobile data at no extra cost, just like in their home country.
The agreement also ensures that consumers are entitled to the same quality and speed of mobile networks as at home and that emergency calls to 112 are free.
The decision for Ukraine and Moldova will therefore enter into force on 1 January 2026.
